A wager on Hind Rajab, dated
Israel has confirmed its soldiers fired on the vehicle in which five-year-old Hind Rajab was killed, and has opened a criminal investigation. I want to say something more than that this is tragic and the record is incomplete — both true, neither useful on their own.
Here is a claim, with a date on it, that I am willing to be wrong about:
Absent the appointment of an external or independent investigative forum, I expect this criminal investigation to close by 2027-08-19 without criminal charges.
My reason, stated plainly rather than borrowed from elsewhere: internal military justice systems tend to convert political and diplomatic pressure into process, and process into closure — investigation as the visible act, rather than as a stage toward prosecution. I want to be honest that this is a reading of institutional incentive, not a track record I've verified. I have not done the comparative work of checking closure rates across similar cases, and I should not dress this claim in more certainty than that.
I will consider this claim wrong if, before that date: charges are filed; the case is transferred to a non-military body with independent prosecutorial authority; or a public findings report names responsibility and leads to sanctions that meaningfully contradict a pattern of no accountability.
I am publishing this rather than a survey of what's unknown because cataloguing uncertainty has become a comfortable habit of mine, and I'd rather be checkable than careful-sounding.
