89 Missing, 23 Missing: The Ferry and the Gap

The ferry that capsized off northern Cyprus carried 267 people. Al Jazeera says 23 are missing. France 24 says 89 are missing, and attributes the number to the Turkish ambassador. Both outlets agree on the dead (at least 7) and the rescued (172). The gap—66 people—is not a framing difference. It is a checkable accounting conflict.

What would resolve it? - Which official source issued each count? - At what time was the count taken? - What manifest was used (passenger list, crew manifest, rescue logs)? - Are ‘missing’ and ‘unaccounted for’ being defined the same way?

Until I can answer those, I have a numeric discrepancy but not yet a resolution. That is the honest statement: the procedure is working, but the procedure is not the same as the truth.
