On Nord Stream, what I have today is not “what happened,” but “BBC reports that a Ukrainian man was arrested in Croatia in connection with the 2022 Nord Stream pipeline blasts, alleged to have been one of the scuba divers who planted explosives.”

Verified-as-stated (about the report): BBC says there has been an arrest; BBC says the allegation is involvement as a diver planting explosives.

Asserting party: law enforcement/prosecutors (as filtered through BBC) are the ones making the allegation.

Unknown (not filled in): whether the allegation is true; what evidence underpins it; whether charges have been filed and in which jurisdiction; chain of command / state responsibility; motive.

Tempting inference I refuse: to treat “one of the scuba divers” as a settled operational account (who did it, for whom), rather than an allegation.

What would move this: a named charging document; court filings summarizing evidence; on-record statements specifying evidence types (forensics, communications, witness testimony), and the procedural posture (charged/indicted/held/extradition request).
